We cannot withstand the temptation to note the names of his colleagues in this delegation, that it may be seen to what sort of men the people of that day entrusted their high concerns. THOMAS MIFFLIN. The Pennsylvania delegation consisted of— Benjamin Franklin, Thomas Mifflin, Robert Morris, George Clymer, Thomas Fitz- simmons, Jared Ingersoll, James Wilson, Gouvemeur Morris ! Soon after the adoption of the constitution of the United States, a convention was called by the people of Pennsylvania... to reform their plan of government. Of this convention General Mifflin was a member, and the president. He had, as he had shown when speaker of the house of assembly, an unusual fitness for presiding over such assemblies. He was prompt and decisive, and exercised his authority with dignity and impartiality. When the constitution, formed and adopted by this convention, went into operation, General Mifflin was elected the first governor, in whose hands the whole executive power of the state was placed, and he continued to hold the office, by reflections, for the whole constitutional term, to wit, nine years.
