7. Appoint a permanent Committee on Race Rela- tions which shall continue to study and to recommend. Very practical.
Of the fifty-nine recommendations I find these seven as the only concrete recommendations which would not be included in a single one reading "If you have race in- stinct, do not allow it to influence your conduct or your thoughts. Thus free mixing and amalgamation will come, and you will abhor segregation, greatest of all evils. You must never be unjust or unfair.
