When they have made the dis- tribution the company will accept 'the schedule and pay ac- cordingly.
9. If, however, the road reaches the conclusion it can- not pay the amount demanded without increasing rates, a question for arbitration will result, namely : "What amount, if any, can the road pay in increased wages with- out increasing rates?" In this arbitration all parties interested must be heard.
