The Chinese Government, awak- ened by this time to a partial realization of the true import of some of the demands, exerted all the art of its devious diplomacy to retard and avert them. Under the circumstances, it had only one effective means of obstruction — ^to play the various powers against each other. This it did for a time with considerable success.
