It is obvious, however, that such a conclusion by a very distinguished statistician is so destruc- tive of the present system of taking the requirements of five persons as the measure of the wage to be paid to every individual worker, that it left the Federal Government, and will leave, not only the Federal Government, but every State Government and every Arbitration Judge, under the necessity of refusing to enact or adjudge a payment of 5/167- per week to every employee unless and until Mr.
