Thus Austria is at this moment, under the treaty, militarily oc cupying two provinces of Turkey in order to reform them, and is reducing the numbers hereafter to be reformed by a pre liminary process of extermination. It is certainly a remarkable phenomenon that the nineteenth century should have witnessed the civilized powers of Europe framing a treaty upon precisely the same principles as those which justified the crusades of the middle ages, directed against the same religion, and involving an equal amount of bloodshed and misery in almost the same region.
