It is essentially a matter of business arrangement between Ireland and Great Britain ; and any political economist, to whatever school he may belong, will agree that if the Imperial Parlia- ment is taking more in taxation from Ireland than she can legitimately afford to pay, injury is being done not only to Ireland, but indirectly to Great Britain, in so far as over-taxation limits industrial development, and thus perpetuates and aggravates the distressing tendencies in the condition of Ireland..., to which attention is directed elsewhere in these pages. The poverty of Ireland is the great factor in the case which demands the serious considera- tion of statesmen and of the whole British people, who since the Union are responsible for her. Unfortunately it has been obscured by the somewhat confused findings of the Royal Com- mission on Financial Relations which reported ten years ago ; and it may be well to endeavour to assess the relative wealth of Great Britain and Ireland without much reference to those reports, bearing in mind, however, that the Commissioners agreed that, as compared with Great Britain, Ireland was taxed far above her capacity to bear taxation.
