This gives added force to the passage of the President's message now before you, in which he describes the Treaty as apply- ing to the Panama route, as well as to every other inter- oceanic communication which might be adopted to shorten the transit to or from the United States terri- tories or the Pacific, and says that his policy is the same as that of President Polk and of President Jackson, that any ship-canal across the Isthmus should be open to all nations on equal terms.
