The real workhorses of the Canal fleet are the tugs, whose major function it is to assist ships in transiting and in docking and undocking. Operating out of Cristobal and Balboa harbors and out of the Dredging Division in Gam- boa, the tugs at Balboa alone put in, in 1 month's time, 2,789 hours assisting ships. The tugs vary in strength from 1,000 to 3,000 horsepower. Depending on the size of the vessel they are as- sisting, at times two tugs may be needed to see one ship safely through the locks, as was the case with the Queen Elizabeth 2, earlier this year.
