Stanley wrote : " Palmerston, I think, alone protested against being pledged even to consent to a large batch .... Lord Grey very desponding, Palmerston bored, Melbourne more hesitating than I ever saw him, Grant balancing which was the greatest danger till he came to no conclusion at all.
