Morrison, Horn, and Sleigh offered to build a railway from Moscow to the Pacific shore of Siberia, but asked for such privi- leges in connection with it, as in the opinion of the Russian Government would have led to the concentration of the whole trade of Siberia in the hands of foreigners for a long period.
