Characters of all descriptions, and all degrees of vice are here mixed in one mass, an evil that formed one of the most striking defects of the old penal code, and that constitutes the only imper- fect part of the present syste...m ; but which will be remedied, when the new penitentiary on Mulberry street, comer of broad street, shall be finished, as the objects alluded to may then be profitably employed.
Effects of the System.
Such are the remedies which have been prescri- bed, in Pennsylvania, for the cure of vice, that greW moral disease. Their effiects, and the theory of their action, shall now be briefly noticed.
The beneficial effects derived from the abolition of the system of public and severe punishments, liave been sensibly felt by the state at large, and especi- ally by the city of Philadelphia.
