It received its instructions from the Governor in Council, who appointed it and directed it to perform certain duties, and there would have been a just grievance on the part of the people of this country and of the opposition of His Majesty in this House if the Minister of Justice had at any time inter- fered with or attempted to interfere with the manner in which the duties of that commission were being carried out. " 1 It is rather doubtful whether the designation of these proceedings as quasi- judicial was accurate ; but the con- clusions of the Premier were nevertheless sound, and the independent position of the Commission was later conceded by some members of the Opposition.
