It should be a condition of parole that, no prisoner may be discharged until he can read, write, and speak the English language, except for reasons of physical or mental defect. Perhaps the only feature of educational work which should be made absolutely compulsory is that of removing illiteracy, and no inmate should be allowed to escape the first obligations of citizenship. They might receive "com- pensation" as those in productive labor and there might also be voluntary class work in hygiene, civics, history, and arithmetic. There may even be classes in economics, political science, elementary engineer- ing, stenography, typewriting, telegraphy, and such work and any other subject where at least five in- mates are willing to attend the full number of evening classes. Whether these classes should be held in the daytime or evening or both is not discussed here.
