— The first and most prominent among these charges is my re- fusal to immediately garrison nine enumerated fortifications, scatter- ed over six of the Southern States, according to the recommenda- tion of General Scott, in his " views " addressed to the War De- partment on the 29th and 30th of October, 1860.
