Since the tenements were rented by the week only, rents at once advanced, and by the end of the season the sums paid for the privilege of living in these miserable dens were fourfold greater than before, and thus nearly all the gifts to tenants were appropriated by landlords. In the same way, the millions of dollars sent by Irish immigrants in this country to relatives in Ireland have simply enabled the landlords of Ireland to demand and receive higher rents than would otherwise have been the c...ase. If, for instance, $10,000,000 were to be systematically distributed, year after year, in char- ity among the deserving poor of the slums of New York, the only effect of it, after a short time, would be to increase to that extent the rents of the land- lords owning the slums. It would have the effect of increasing the demand for tenements in these slums, and this increased demand would increase rent.
