A RIGID SYSTEM.
It is, of course, obvious that the creation of a government rate-making body would constitute a threat of interference which would give pause to the activities of the railway officers now engaged in making those daily adjustments of rates to changing conditions which have been one of the incidents of our commercial progress and that no commis- sion could possibly move fast enough to make those adjust- ments. The question is raised, therefore, whether such elasticity in rate-making as now exists is or is not, desirable.
