The school committee for each township or district shall keep a book in which shall be i*ecorded an itemized state- ment of all moneys apportioned to, received and expended by them for each school, and a copy of all contracts made by them with teachers. [The county superintendent should furnish the committeemen a record 'book to keep their accounts.'] 4150. Must not overdraw. No committee shall give an order unless the money to pay it is actually to the credit of the district, and no part of the school fund for one year shall be used to pay school claims for any previous year.
