To concentrate power in the federal government b}' de- stroj^ing the rights of the states is to insure despot- ism. We see in the articles of confederation an out- line of this idea, which, though but an outline, is, nevertheless, clearly drawn.
We do not find in these articles the elaborate pro- visions which we find in the present constitution of the United States, but we find in them the germ of a greater republic.
