Baxter's '* Vo...luntary Associations^ " re- present the beginnings of a more liberal spirit on the part of the Presbyterians and Independents, while a s, corresponding tendency amongst a section of the Epis- copalian party can be traced in some letters written by Dr John Gauden to Dr Bernard in 1656. The letters contain the outlines of a scheme of limited Episcopacy, to which the Doctor had been drawn by the observation of a movement amongst ministers of very different opinions towards "a fraternall accord as to the maine'." He found, he says, that "all sides are content to remitt of former rigors and distances*," but he was underesti- mating the difficulties of the business.
