The letters contain the outlines of a scheme of limited Episcopacy, to which the Doctor had been drawn by the observation of a movement amongst ministers of very different opinions towards "a fraternall accord as to the maine'." He found, he says, that "all sides are content to remitt of former rigors and distances*," but he was underesti- mating the difficulties of the business.
