Army Transport Service has from its very inception at the outbreak of the Spanish War been under the full administrative control of the Office of the Quartermaster General. At the outbreak of the World War it was not there- upon newly discovered as a new found toy to be taken up and experimented with, but instead it was a fully developed organization, time tried with the experience of twenty years and one war. It was not necessary for the Quartermaster General's Office at the outbreak of this W...orld War to take the time to debate upon the de- sirability of an Army Transport Service, how it should be planned or administered, or the service it could properly undertake; as all this work had already been done in the past years. Nor was it necessary to call in the Navy for their advice or experience in this matter, for strange as it may seem the Navy had no experience in these matters, or at least none worthy of the name. In the minds of the older officers of the Quartermaster Corps it was recalled how at the opening of the Spanish War, when the then Quartermaster General, called upon the Navy Department to aid in the transport of troops TKANSPOKTATION DIVISION 351 from Tampa to Cuba, the Navy replied that it had grave problems of its own and was in no position to worry over the subject of the movement of troops.
