Your mantle fell when you ascended, and millions * animated by your spirit..., and resolved to follow your steps, are ' ready to swear by him who sitteth on the throne, and liveth ' for ever and ever, that they will protect liberty in this her ' chosen asylum, nor ever desert that Union which you estab- 4 lished by your labors, and cemented with your blood."* Your eulogium upon the South would not, I trust, be deliber- ately restricted by you to that part of the population now in arms against the United States, or to those who sympathize with the enemies of this Government, or to that large class who, once disdaining and detesting the leading conspirators, have at last given way and surrendered to their ascendancy, from mixed motives, but chiefly, there is reason to believe, in consequence of a system of proscription and intimidation the most merciless and unrelenting.
