The power to lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defence and general welfare of all, with no distinction or limit as to the first, and no other as to the rest, but that they "be uni- form throughout the United States, " is granted ; the power to borrow on the credit of all, to regulate commerce with foreign nations, among the States, and with the Indian tribes; to coin money and regulate its value, to punish certam crimes, treason included, against the United States; to declare war, to raise and support armies, to provide and maintain a navy, to pro- vide for calling the militia to execute the laws of the Union, suppress insurrection and repel invasion ; for organizing, &c.
