Against it a purely national prejudice has almost never failed to prevail. At the present moment there is a strong sympathy expressed for the mis- fortunes of small states; and yet how little the great powers have done to secure the safety and the rights of the lesser nations. It may seem un- gracious, in the midst of a bitter struggle, to open the books of the past and recall to the con- testants the record they have helped to make.
