Bismarck returned to Berlin, where he was followed by Benedetti armed with a form of treaty to be sub- mitted to the Prussian government for approval. The gist of this project was the restoration to France " of the territories which were within the French frontiers of 1814," including all districts of Bavaria and Hesse on the left bank of the Ehine. Benedetti heartily approved of these demands. " Convinced," he said, " that the imperial government has kept
... within the bounds of equity by thus limiting itself to demanding the guarantees rendered necessary by Prussia's terri- torial aggrandizement, I shall not be easily induced to put up with alterations of any moment. ... I shall steadfastly point out that Prussia would ignore the dictates of justice and prudence, beside proving her ingratitude, were she to refuse us the guarantee which the enlargement of her frontiers compels us to demand." On August 5 a draft of this secret treaty came under Bismarck's eye.
