We are doubtless committed thoroughly to a third body of legislators, that is, the electors themselves, who have been introduced to so large an extent to supplement the work of the representative assemblies, t. e,, the legislatures and the conventions. Nevertheless they are not what we would have them be.
In these chapters we have looked a little way into the rec- ord of the people as the makers of their own constitutional law as it is submitted to them by the conventions and the legislatures.
