The criticism that has been increasingly levelled at the Rural District Council may be briefly summed up as follows: it is objected that it has an artificial area, which means an absence of local patriotism, and, gener- ally speaking, of cohesion; that it has too frequently a petty outlook and a parsimonious policy; that its officers are in many cases inefficient and reactionary (largely on account of their insecurity of tenure and under- payment); that its relations with the County Council are a constant handicap to efficient administration.
