This does not mean that for each of these crops we must have a separate type of "social worker." Indeed, the opposite ought to be true. Every juvenile court judge, or visiting nurse, or friendly visitor should combine the three fimctions of education, relief, and prevention. But for purposes of concentration and economy of effort, a division of labor may be necessary.
