... autonomous development of the Balkan states.''^' The Albanian question was now becoming more and more an object of interest to public opinion in Italy, and occup3dng an increasingly important place in the thoughts and feelings of the nation; the contest for 'the other shore' of the Adriatic was more and more insistently urged by the representatives of all classes, and the leading statesmen of Austria-Hungary and Italy were constrained to renew and strengthen the oral agreements of Monza, with special regard to Albania, through an exchange of notes which took place in December, 1900, and in February, 1901.^^' Other negotiations between Austria-Hungary and Italy were going on simultaneously with these: negotiations touching the interests of all three aUied powers, and dealing primarily with the military preparations desirable in view of a possible conflict.
