First, the manner in which the Senate amended the convention is a striking example of the extent to which ...that body can influence the treaty stipulations and affect the foreign policy of the United States. Second, it was during the consideration of this convention that the Senate adopted its first set of rules formally setting forth the procedure to be followed when a treaty should be laid before it for ratification.
The political and commercial relations between the United States and France had been defined by the treaties of amity and commerce, and of alliance of 1778, and by the consular convention which had been ratified in 1789.
