The first to apply the familiar method of the natural sciences in the new field of statistics was, perhaps, the Belgian astronomer, Quetelet. In order to count and compare the numerous units involved, he arranged them in classes, within each of which all the units, whatever their individual diver- sities, were assumed to be alike for his enumerative purposes.
