This resulted in an appeal being taken to the Department at Washington from the decision of the postmaster at St. Louis re- garding the company's alleged excess mailings. This recital will involve, not only the indictments for conspiracy, but also the extortion of excess postage by the postmaster at St. Louis and the bringing of civil suits to collect back postage covering a period of many months.
