In attempting to adjust, by the treaty of 1846, the Cherokee domestic difficulties that had grown out of its own questionable negotiations wih the tribe, the United States government reiterated the earlier promises (ibid. , p. 561).
In the fourteenth article of the Creek treaty of 1832, the principle of territorial integrity was laid down by implication and protection and a patent were promised, "The Creek country west of the Mississippi shall be solemnly guar- The Harlan Bill 247 anarchy, and confusion.
