Decency and order were enforced, and the unattached students or " chamberdeykins, " the leaders in lawlessness, were suppressed by statute. But this was not all of the reform. Merton College, founded by Walter de Mer- ton, in 1264, was the first college structure erected in Oxford, and was the model of the English college system. The statutes drawn by the founder were characterized by such wisdom and foresight that they remained practically un- altered during seven centuries.
