We must agree, first : to secure the re-establishment of harmony among ourselves, and all then join in whatever measures may be determined upon. Let us first seek unity among ourselves, and then act In such a crisis as this, all other considerations must give way to our duty towards one another and to the State and City." On that night, the Mayor and Police Commissioners determined, Gov- ernor Hicks consenting, to burn the bridges on the "Philadelphia and Wilmington" .and the "Northern Central" Eail Roads. The citizens also turned out en masse with arms in their hands, and began to enrol themselves in companies, and the Police Commissioners thought it the wisest, as indeed it was their only course, to assume command of these volunteer organizations.
