He labored for state aid in the maintenance of the high schools, and for the appointment, retention and promotion of teachers on the basis of professional fitness alone. Standing as he does for th...e most mod- ern and improved methods in the science of education, it will not be out of place to enu- merate some of the newest lines of advance- ment in the educational world : the develop- ment of trade schools, resulting in the organi- zation of the National Society for the Promo- tion of Industrial Education in 1906; measures for the improvement of rural education, result- ing in the establishment of agricultural high schools in various states, and in the introduc- tion in Congress of bills for national aid along this line ; the training of women for the spe- cific duties of the home, which is further ad- vanced in European countries than in the United States, where as yet there have been one or two mothers' congresses and an inter- national congress on the welfare of the child, held in Washington, and as a result of this training of mothers a recent growth of organi- zations for bringing the school and the home nearer together : the movement for the combi- nation of apprenticeship with technical study of collegiate grade; more attention to individ- ual training, and international education as is exemplified in the exchange of professors and teachers of foreign institutions with those at home.
