As to I04 T^^ SPIRIT OF CHINESE PHILANTHROPY [104 the duties of the Committee-men, it is required that they shall always keep in touch with one another, and co-operate heartily, for "it is by co-operation that the good cause can be best furthered." The finances of the association are derived from several sources. A part of the funds comes from civ...il officials, but the major part from voluntary contributions. Pub- licity is rigidly maintained through monthly and annual reports. Of the annual reports, it is recorded, one copy is kept at the association office, another copy goes to the District magistrate, and a third is solemnly burned before the local god.
At this religious performance, all the officers of the Association must be present, and together they make the following declaration: VVe, the managers of the Life Saving Association venture to come before thee, O God, and humbly represent that owing to the vastness of the waters and the raging of the billows in the rivers of VVuhu, a sudden squall striking the passing craft and taking the sailors unawares will cause ship-wreck and loss of life.
