The United States presently operates five USIA offices in China, as well as an office in Hong Kong and Taiwan, but nothing in Tibet. The amendment before the committee, by directing the USIA to establish programs facilitating improvement in cross-cultural ties and understanding between the people of Tibet and the United States, would ensure that resources are properly devoted to ad- dressing the concerns of the people of Tibet.
