On June 15, 1905, a negro longshoreman, at Balboa (formerly La Boca), was taken ill, and a microscopic examination showed that he was suffering with bubonic. He died eight days later. The village was cleaned and disinfected, and a crusade against rats, the common carriers of bubonic, was begun. On July 9, a "rat brigade" was set at work in Panama, and a systematic effort to exterminate the rats aroimd the docks and throughout the city was made. Rat traps were issued free to all persons who wish...ed them. Later a boxmty was placed on each rat dehvered to the health department, and this bounty is still in effect. In January, 1904, Dr. C. C. Pierce, of the Public Health and Marine Hospital Service, took up the work on the Isthmus of despatching ships bound to San Francisco and also of making a sanitary survey of the Canal region. In May, by an arrangement between the State Department in Washington and the Government of Panama, he took charge of the quarantine work for the port of Panama, and since that time the quarantine on the Isthmus has been under American control.
