It is clear, therefore, that any legislation towards further restriction of the age works under great tension. It is a real economic sacrifice they are asked to make, and one which may in some cases seriously increase their difficulties of bringing up a family. It is essential therefore to proceed slowly, to count the cost, and to endeavour that the longer immunity of the children shall be so utilised as to bring its economic return — that they shall be really more efficient men and women. One result of this tension under which the law works is, that it is to a large extent evaded.
