Mr. Chairman, if the gentleman from Jlissouri has any authority in these premises, I hope he will exercise it. 1 ask him to publish a hand-book for emigrants, telling us how we may go into a Territory; whether we mail ride or laual go on foot ; whether we may take our wives and children with us, or vmsl leave them at home; whether we may take some of our neighbors with us, with their agri- cultural implements and steam-enjiines, or whether we iimat go into the Territories without any neighbors whatever; whether we maii get horses or oxen from the free Slates, or whether we must content ourselves to take mules from the State of Missouri.
