"As Justice is a Preserver, so it is a better Procurer of Peace, " he says, "than War * * * * The Advantage that Justice has upon War is seen by the Success of Embassies, that so often prevent War by hearing the Pleas and Memorials of Justice in the Hands and Mouths of the Wronged Party.
