The persuasive tone of this document could not fail to make an effect, but the Norwegian press tried hard to ex- plain away the contents by informing the public of their wonderful discovery, that the document was of no Consti- tutional importance, and shrewdly trying to prove that the Crown Prince had no legal right to make known his opinion in that manner 1 .

In the beginning of March the Special Committee appointed by the Storthing were able preliminarily to communicate the plan to be followed; it was not a novel one, it was the old method from the beginning of the nineties to take matters, especially those relating to the Consular service, into their own hands .
