The result is that there are foreigners who do not engage in export trade at all, but who create fictitious firms from which they receive remuneration from the native merchants who do business under their names. Every- where the honest native merchant is put in an unfavorable ...position. Yet he is accused of being incapable of competing with foreigners. The coast trade duty. The coast trade duty is a devel- opment outside of the treaties and existed long before the opening of the foreign trade. In the treaties no provision was made for the coasting trade in foreign bottoms other than a stipulation that " if a master of any vessel in port desires to discharge a part only of the cargo, it shall be lawful for him to do so, paying duty on such part only, and to proceed with the remainder to any other ports ".
