Unless there is good reason to believe that the House of Commons does not at the time represent the will of the people, the Cabinet must submit to the inevitable and resign without dissolution of Parliament. To appeal to the country without a reasonable prospect of success would bring the reproach of the people upon the heads of the offending ministers. In such a case the Opposition would have all the advantage in the campaign and could keep the Government party on the defensive throughout.

If a majority be returned who will support the present ministers in the Commons, they are vindicated and continue in office. If the opposite is true, there is no alternative but resignation. After an appeal to the country has been made and a general election held, Parliament immediately assembles ; and unless the Cabinet has resigned in the mean time, a test vote is taken to determine the status of a Ministry which is apparently in a minority.
