Lord North's conciliatory proposition was also dis- posed of in short order. The House of Burgesses, it was declared, can- not accept the terms of the conciliatory proposition. In the first place, the claim of Parliament to interfere in the provisions for the support of our civil government is novel. Proof of this is found in the passage of an act of 1680. In that year a measure for raising revenue was brought over by the governor.
