To quickly assess the difficulty of the text, read a short excerpt:

GLEASON 29 Congressman Smith finally "smoked them out" and got official confirmation of our worst fears along these lines, and by 1907 their state- ments concerning the accumulation of sediment had been abundantly proven false. In fact the unfriendly attitude of the Service toward our rights and interests, and the reason for it became pretty well understood.
Such statements as that reported made by engineer Hill before the House Committee on Irrigation that " Imperial Valley could NOT be suppli
...ed with water through our concrete head- ing while the Government system was being in- stalled" was looked upon as both false and ma- licious by nearly all people who had interests in the valley, and could only be accounted for on the theory that it was the aim of the Recla- mation Service to bring Imperial Valley down to the condition of Yuma Valley in order to ef- fectually DESTROY the rights we had acquired and give them the "FREE HAND" they were demanding.
These facts coupled with the condition in which they had placed Yuma Valley, and many other things not necessary to mention here, forced us to look upon the Reclamation Service as the most dangerous enemy Imperial Valley had, and the cause of many of the adverse conditions under which we have been compelled to struggle for existence.
