There re- mains a great British state because of the growth of a different type of relation.
So far as the self-governing nations of the British Commonwealth are concerned, there is now really no such thing as a British Em- 126 THE UNITED STATES pire. An empire, one would suppose, is a state which has a central controlling gov- ernment. But although the British Parha- ment is, in a strictly legal, though not con- stitutional, sense, supreme over all British dominions, there is no central government for the whole British Empire.
