Industrial warfare, too, demands new appliances, and these could only be secured by issuing bonds or by increasing the floating debt. The interests in control of the consolidations strove in every way to avert the impending calamity. Coupled with these interests were the interests of underwriters and promoters who still held large amounts of stock which they had been unable to sell to the public, and thus to reap the large profits upon which they had counted.
