The whole earth has been accurately mapped out, and any districts which have not been surveyed in detail fall within those larger countries which are well known. ...occupied by one or other of the recognized civilized States (and, in this connection, China should certainly rank as civilized and sovereign) comes within the allowed Sphere of Influence of some such State. This means that it is now becoming possible, as it was never before equally possible, to delimit all frontiers of Sovereign States and their Colonies or Spheres of Influence, and to agree that those frontiers shall not be extended in any direction without a lawful international warrant. Frontiers cannot be fixed for all time, and it is not desirable that they should be so fixed ; but territory should be allowed to pass from one Power to another, or a misgoverned State to be absorbed in a well-governed one, or a progressive subject nation to become an independent State, only on con- ditions approved by the International Council or sanctioned by the International Tribunal ; both of which would, no doubt, insist on consulting the wishes of any civilized population, when affected by a proposed alteration in its status and allegi- ance.
